I had this idea, since emplacement vet is broken, why not lower the vet requirements to levels low enough that a person could achieve in one game.

Then change the vet to something very mediocre, for 25 pounders for example, each level of vet gives them -5 sec cool down. Or something such as that.

bofors could get -5% damage and +5% accuracy or something for each level of vet.
