Go compare yourself.
This one gives no combat bonuses at all, just a cover-based cloak. It's similar in power to a luft T1 which gives cloak to captured at guns but no bonus.
It should be brought up to par next patch.
Some examples of good T3's from other doctrines:
Onboard. Moving while repairing, +20% moving accuracy, +33% rotation on turrets
