Because in EIRR you win through holding territory, and being aggressive is detrimental to your call in timers...

thats one way to win, sure.  The other is to simply slaughter your enemy.  And one could say being aggressive is bad for callin timers for any faction/doctrine(lightning war? ami riflespam? and so on...)

However, you  can easily just flow around the enemy spearhead and backcap..unless you play on something thats like 3 fuckin sectors wide...then obviously its far more difficult and holding ground is necessary, but thats a product of terrible map design, not poor balancing/game design. Been playing deserted village a lot the last few days...that map has a ton of sectors, its pretty nice.

If you annihilate your enemy with hit and run tactics and flanking, they can not gain territory or hold it.

This is what I have bene doing with PE, go go Scout Cars. Much MUCH better choice then stupid PE infantry in IHT's TBH.

The hotch stuka is awesome. The stuka attached to it is shit. You can get direct hits and do next to no damage. Although at times you can get lucky...

i don't find it shit, just mediocre. Although i love it using it at mortar range as it seems to work best there. Its that combo which makes it powerful, and buffing either too much could end up making it OP.

Have you seen the amount of AT on the field nowadays? Good luck with trying to flank with IHTs (already 5 pool) that die to a slight change in the wind.

I'd agree about what you said about the elite infantry though.
