suggested change: tune the speed penalty when using, or remove it completely. decide whether or not crush hitbox actually needs to be there

dont really see sherman mineflail companies being a problem, and this upgrade could receive a price increase to 40-50. the weakness to it being that its a sherman using it, which seems reasonably balanced for a long time, mostly picked in conjunction with a doctrine
