I think this was an oversight, but the Ketten and Schwimm still get a hard sight decrease when they are cloaked. They are immobile now, and they had the decrease in sight because they used to be mobile with it. Now you have a cloaked immobile spotting unit with no sight. They need to either be moveable again or not have the sight decreased, not both decreased sight and immobile, makes it not useful at all
