what keyboard do you have, it might be the " ' " key, the one next to #.

so it would be shift + ctrl + '

If you want to open the console with a swedish keyboard or any european one. You first have the press shift+alt, Then ctrl+shift+§. To return your keyboard to normal shift+alt again.
