all it does is reduce the moving modifiers, so ie RRs will hit pumas at long range 33% of the time rather than 28%.

No, it's changing the moving modifiers and accuracy modifiers against the armored cars, unless it's been updated since I've seen it last.  This was what I showed when M8's were discussed before:

That's a HUGE nerf against M8's and Pumas, because the only thing that kept them alive was the fact that they could evade fire.
