Red: negative cover. Generally refers to roads (fast movement) and water (slow movement). Infantry is horribly vulnerable to damage and suppression in red cover.

Yellow: light cover. Bushes, fences, most shell craters, and so on. Reasonably protective to infantry.

Green: Heavy cover. Stone fences, vehicle wrecks, sandbag walls, etc.  Extreme protection; any infantry unit engaging from green cover can expect to spank infantry in lesser cover.

Cover is important with regards to certain unit types.  Machine guns and light vehicles tend to be far more effective against units outside cover.  Cover also provides protection against AT gun sniping (very important for 57s). Flamethrower units turn cover types on their heads; they are more effective against heavy and light cover than they are against red and null cover.

Units in green cover can't get suppressed(well, almost) either.

Where would I go to find out the actual "numbers" that the cover provides units?

You need to look on the pages for the individual weapons. All weapons have different values for different covers.

http://coh-stats.com/Weapon:MP44_Assault_Rifle

The weapon page for the MP44. Click the middle tab to see the modifiers vs cover. All weapon page will be similar to this one.
