How exactly can I make this work for EIR ?

For NORMAL CoH shortcut I have this: "C:\Program Files\THQ\Company of Heroes\RelicCOH.exe" -novsync

You can use D3DOverrider.

1st- Dunno why you would need it, CoH's engine isn't prone to tearing bugs.

2nd- D3DOverrider is a tool that comes with RivaTuner, just leave it open on the background and it will automatically force vsync + Triple Buffering (it compensates for the FPS drop vsync causes) for any game. Drivers aren't reliable to do this task.

1.6.31 How do I unlock my framerate? (0 comments)

If your framerate is capped at 60 frames per second for any reason (such as playing in DirectX 10 mode), you can uncap it by adding -novsync to your target line. To do this, select your Company of Heroes shortcut, right click and select properties. From there, add -novsync on the end of the path in the Target line. On a normal install, it will look like this: “C:\Program Files\THQ\Company of Heroes\RelicCOH.exe” -novsync. While this will uncap your framerate, it may cause visible tearing in-game. Try it and see if you prefer with it on or off. [Back to Top]

oh ok, I thought you were trying to enable it.

ummm... yeah, there a lot of myths about what vsync does, go to TweakGuides if you want the real explanation.

Framerate cap =/= vsync.

If you are using DX10 you should just disable it tbh, it cuts performance a lot for almost no gain, and it also adds even more bugs (including extra memory leaks).

About vsync, besides the tearing bug, it also helps to cut off FPS spikes. It's just a bad idea to let FPS go up and down like crazy if you have the choice to keep it stable at a high rate (+50FPS). You will feel a game stuttering if it goes up from 80FPS to 40FPS regularly, but you'll feel it fluid if it works steady at any FPS rate higher than +50.

Anyway, no, for now you can't do it. The only launcher that has the option to enable it is EF's one IIRC.
