A more pertinent concern is do smoke launchers really do anything? I know it's just anecdotal, but I've never seen an ATG or PaK miss a tank that just popped smoke unless it was at max range/moving around a corner, etc.

it spawns smoke cover on the locations. working perfectly just like mortar smoke.

Honestly in my (almost)5 years Playing CoH, I've never used Smoke launchers for a Tank. Scatter angles are so small on AT weapons that it's only marginally effective.
I use the Blitzkrieg smoke to cover my infantry, not my tanks. In that regard it works perfectly for me.

Question. If I pop smoke on my Sherman, but back out of it. Will it give cover to my infantry when I move them into it? I assume smoke is smoke and will provide cover to any unit, but I am not positive on that.

they're best on p4's, tigers and stugs/stuh's as the smoke launch is wider, so then u can move in flamers. I'd have to say they're good on stuhs as well since the barrage shouldnt' be affected that much by the smoke.
on ostwinds, they're useless
