Auto patch not working

When I launch EiR the auto updater says that it cannot download file list. Idea's as to what the problem is?

You have vista/w7?
Run in administrator mode, and make sure you don't have any firewalls up.

I have w7 and am running in admin. All firewalls disables and yet the problem persists
