Yes. If you look at your profile page, you will see that each level is 100 XP. So next week the XP will be set at minimum 200, then the following week 300, rinse repeat. This is ensure all companies are at a minimum level.

We still need to figure out a system for new companies starting after today with out having to do it manually.

Couldn't that just be coded so that it checks the current date vs the start date of the war, divides by 7 using the nearest whole number multiplies it by 100, then boolean that bitch so that if any company is below that value its brought into line?
