What about giving free pp over time for the people who play 2-3 times a week only.There could be a checker that checks if a game has been played this day and if no game has been played the player could get free 10 pp for the day.
This could balance a little more the people that have over 30 games already...

well, you also need XP for unlocking Tiers and Advantages.. PPs aren't everything you need
but I think this ain't gonna happen anyway...

I do believe even if they wanted to do this, it would take a bit to implement. I think I read in a thread somewhere they would add mid-war PP, but not until the war map was it. I think it was mentioned in the EIRR grinding thread.
