Thanks for all the feedback, everybody.

In light of all the comments, here are some changes I've made. How does it look to you guys?

Basic Fort.: MG Bunkers and Bunkers have their Pop cost reduced by 1, keep the angle+range increase

Rapid Deployment: Because of all the negative feedback, and because I need to scrap some of my T1s, I drop this one altogether.

Scopes: Remove the sight increase, so it's only 15% range and accuracy.
I completely understand people's sentiments about it possibly being OP, but I honestly feel that if it's nerfed too much, it simply won't be worth taking.

Superior Training: I'm getting mixed messages on this one; some are saying it's UP, some are saying it'd be OP...
It really depends on how the current Superior Soldiers works; does it reduce the vet requirements by 20%? does it increase the XP I get by 20%? Is it possible to get 1.2XP for a Rifleman kill, or is the ability useless against anything that gives less than 5XP per kill? Knowing how the current one works is vital, really.

Omniscience: Advanced Warning could be made to go back the the origional +15% sight (on infantry only), but Omni must stay on Bikes. I cannot stress this enough: Omni is useless if it doesn't affect Bikes.
So if AW is made back to infantry-only, and the +sight is removed from Scopes, would everyone be happy with Omni then?

Camo Equipment: When I designed this, I was trying to keep with the camouflage theme, as the T4 previously was.
I really do like your idea of a support weapon buff, Victor, and if everyone thinks it'd be better to go in that direction, I'd be more than happy to oblige.

Suspended Aftershock: How about reduce the number of extra shells to 1.5 or even 1.25 times the normal amount?

The old Scopes from EIR was ok tbh, 8% more damage, range and accuracy for volks and grens.
