Unfortunately NightRain most people disagree with arty cooldowns on doctrine choices, as in terms of artillery power right now, RCA is fine (excusing broken mortar saturation).

People do tend to veer along different topics, and you did name the thread RCA, not please give us reduced timers. Pretty broad title.
