yes but the sake of gameplay there needs to be SOMEPLACE where snipers are the trololol i haz xray vision 100% accuracy becuase then nowhere is somwhat safe if you see what im trying to get at. If this mod was about realism it would be called blitzkrieg mod, this mod is about gameplay, and having a 100% accuracy sniper EVERYWHERE doesnt really bode well for gameplay

Behind a shot blocker
Behind smoke
Riding a opentopped vehicle (different from coh)

Having less than 100% accuracy in a number of situations would be infuriating for the american sniper with his low RoF. Not including situations where axis inf is cloaked or are resistant (kch).

I doubt many people put their units in buildings to shield them from sniper fire, putting them behind the building would make more sense. (There's still a large enough chance you'll get sniped)
