the Rank you start at is typically what you would find Commanding a Combined arms combat formation or a company/battalion. and it goes up from there.

So, I haven't actually played yet, but these ranks (instead of 1.2.3 etc) are what enable you to get the doctrine abilities above t1? B/c I noticed all my doctrines need 'brigadier general' Also, are the doctrines actually in/working? B/c some of them merely have 'completed' in their descriptions.

Only the completed ones are in.
The next few days a lot of the T1s will be activated, then T2s, then T3s, etc...
