I think yeah.
Scorched earth lets you disable a sector for a short amount of time while munitions sabotage resets all enemys cooldown timers.

No you have to cap in a connecting order. If an enemy gets in behind you and decaps your chain you cannot capture anything ahead of it until you go back and recap it. So the Ability Scorched Earth is a tactical use like Unknown said. it will delay your enemy significantly.
