It is currently possible to purchase both on one sapper squad, however, the squad cannot have both on the battlefield (In my case they left their PIATS at base).

The upgrades need to be made into an either/or choice, as with Brens and Rifle Grenades, save others discovering that they're a PIAT team or Demo-charge short on the field.
