Luftwaffe Infantry

So why exactly do Luftwaffe Infantry cost 5 more mp than Volks when they are basically the same but have 5hp less per man? It seems like a waste of a slot on the reinforcement package.

At a complete guess, probably because they open up a completely new option for PE, and their cost wasn't considered for reinforcement. If they were made any cheaper they'd be cheaper than PzGrs.
