Armor doctrine, Scoot and shoot

Just a quick question, how come Scoot and Shoot T2 ability doesn't apply to pershings? Its not like armor players are capable of getting a CCT anymore so 10% reload time decrease doesn't seem like OP to me..? Is it possible to change that or..

EDIT also, mobile warfare applies to pershings, (10% harder to hit)

as long as this makes you stronger when i am playing brits w/ you, i dont mind this doctrine thing at all.

So is tungsten/mobile warfare/scoot and shoot supposed to affect pershings or not?

Kinda silly to have 3 tier 2s that dont affect the doctrine's signature unit...
