(US) Airborne T1 supply drop

(US) Airborne T1 supply drop gets no free use.

Either we should be informed about no free use policy or we should get one. Even if you think it is too powerfull T1 for airborne, please move it up the tiers but still give it free use.

This is a bug actually, it's supposed to give 1 free like it says in the database but doesn't for some reason.
It'll be something EIRRmod will have to look into as I think there's other doctrine abilities that don't give free uses when they ALL should give 1 free use per game.
