This is the only completed tier 4 for SE so I got it but it doesn't seem to work.

It claims that fire will last 3x as long on my incendiary weapons. But it doesn't seem to make any difference. It also claims that the weapons will do 2x as much damage but I am not sure about that one.

It seems that regular mortar shells from the halftrack do a lot of damage though, I killed 9 men in one hit, this isn't intended though.

It may be all luck for all I know but It might be worth looking into.

i've seen grenades lasting longer in games where i fought against it.  I was amazed at how long it lasted.

what items are you using that you suspect don't work?

mm maybe the mortar is assigning the bonus to the actual mortar shell and not the ability, i'll look into it.

Pretty much just the mortar, and maybe grenade damage. I could be wrong though.

I was dicking around this morning, looking at the RGDs, and it looks like all of the damage and cooldown modifiers are in.

I didn't see a duration modifier, but I did see a suppression modifier. Is this the same thing in regard to flame weapons?
