Upgun Churchill really only has about a +.1 increase in penetration overall against Armoured units compared to the unupgunned version.
Overall the most important thing about upgun is that it actually does a decent job against infantry.

6pounder has 40% penetration modifier vs P4s, 75mm sherman has 59%. Thats a lot more than just 10%. Its a 50% increase in penetration against the P4.

Could use more tweaking then? Yes. Then again, I dunno what buffs the guy had so i dunno. I tested it one v one vs a p4 w/ skits and lost. Was supposed to get better penetration resist and dmg but i didn't notice.
