EIR is ment to stay as true as possible to VCOH but with persistancy, so I suggest that we make it so you can choose on the launcher weither to go offensive or defensive just like VCOH. I wonder why it isn't like this in the first place so there is probably a reason why it can't be added in but worth a try to suggest.

The only con is more tweaking and if it could be saved when you get VET 1 ingame and you choose between offensive/defensive

great idea but it might be very hard to do i think, as well as the veterancy would be crazy if you went all defensive or all offensive.

Better the existing way, easier to balance and makes more sense. It's veterancy not equipment upgrade where you choose better ammo or better body armour.

Yeah, Off. or Def. Vet is a bad idea as it promotes extremity with the bonuses stacking on top of each other to make them either Disingrate enemies in secounds or be neigh unkillable really.
