Tank shock as a concept, to me, is okay. Let me say this right now.
However, the problem stems from the fact that once you see a churchill using tank shock, you really will not survive. You will be pinned instantly, and you must retreat or die with no chance to escape.
This would not be a problem for the old, ponderous, slow and worthless churchill; that churchill needed some teeth. However, in the context of the current churchill, which is lodged somewhere between a stubby Sherman and a P4 when it comes to combat power on its own, without tank shock, it's a bit ridiculous. It's the only tank type in the game that has nothing to fear from manpack AT of any sort and can also engage in tank-related activities. No HEAT round P4 or Overdrive Sherman can claim that, which means this is a very special case and must be balanced accordingly.
I for one would love if I could give my P4 tank shock instead of skirts. Drive up into an AB blob, take 50% damage, and suddenly they're pinned with no escape even from fireup! Instantly dead!
I am aware of how the Churchill only gets a fancy hedge clipper on the front of it and could use another upgrade (much like Sherman gets lawnmower and upgun and MG, or P4 gets skirts and MG), but really this form of tank shock is VERY strong. If it was less rapid in its pinning ability or was more like the original tank shock (increase suppression of all weapons by [insert ridiculous amount here]) it could at least be survived for a few seconds. All units facing their counter need a choice to make: do I stay here and take my (less than good) chances of fighting it out, or do I retreat? Tankshock only gives you one choice: retreat.

You may see the sign... but they still fire out of those houses and IHT. It is a meaningless bug.

Actually, they only keep sticking their heads out. I haven't noticed them shooting while being pinned in a house.
It's particularly important to wehrmacht, however. The units will always exit the HT pinned, so if he was trying to do a flanking assault with units aboard that HT to take out the churchil/any support it has, it's pretty crippling that you can't leave the HT.
