I was wondering is this a good T2 to get and what does he do and does he get any special abilities. I asking cos im not sure if I should get it or not so need some info.

Dragon, I'm a very good infantry player and I have to say that the American officer is probably the single best thing in all of the Infantry tree.  His passive aura buff to allied infantry around him greatly increases their effectiveness while he does have the ability to lean decent support in a firefight, not to mention if you run lots of men with him, he can use INSPIRED ASSAULT and make your men melt faces against superior numbers.

Definitely take him ^^
