Utter noob is lost :S

Kk, I think I have a decent list and then I come to finalise it and it says 'Declined'.
Any ideas why/how this could be? Not used any PP yet, no overspend of MP, Munis or Fuel.
Help? Sad

If that doesn't work just try restarting the launcher. Works for me.
