Why is pios have a pool value of 2 and Volks have a pool value of 1, shouldnt it be the opposite?

All builder-type units have pool value of 2 (engineers, pios, and I think sappers too). This is probably in to stop goliath and mine spam.

lol with the new pool value I see nearly every game a minimum of 3-4 panthers... its not really gimick its just peoples choices (nonetheless its annoying)

ontopic, pio pool value is so you cant do cool things like pio armies, that would allow free and creative thought when developing companies, which makes the dull unimaginative people bitch...so yea.
