Is this 50 PP unlock worth it? I already have FOO on the Captain so I don't see why I'd need the FOO on the LT. Victor Target sounds nice though.

no he didn't. FO adds FOO on the LT and Victor Target to the captain.

It's worth it, since you usually have yoour LT with your infantry, its already there, unlike with captains where you have to bring it up. Also helps LT's to vet up faster, this is great because they get bonuses at Vet 0, Vet 2 and Vet 3 and make you infantry a lot better.
