What does this mean? Yes the LT gets this ability at Vet 3, its connected to him and everything but I don't understand what it means or if it even matters and if its just there.

I don't think this ability is in in EiR.
It basically adds 4 popcap.

Kinda figured that but I Guess it only works in vcoh, but that doesn't really make sense, it should still work in eir but i dont think i've had my lt out long enough to notice it, he was usually ran out before i hit 40 pop.
