the problem is that you bank this system on long way over past wars. When the war map finally gets implemented between now and mecha adolf hitler arrival from galaxy 3.4 in the nebula it will be a diffrent look. I mean then again sounds like a good idea to implement extra cost.

I support this.
As for activated pay for t4's, I love them. My AP rounds is no doubt my favorite T4 company. Why? I have to actually THINK about its use. When I kill a Panther with a well placed ambush M18 I know I had to plan it out and actively use my brain.
Doctrine abilities should give out bonuses that are price efficient when used well. HEAT rounds being a 30-40mu Price passive upgrade for a tank would still be great, and would give you a reason to use 2 Heavies over a horde of medium armor.
Same with AB Raid Assault. Give it to some of your units to break lines, it costs extra manpower, they become more powerful. Or make it a triggered ability thats timed, like Fire Up. Pop it for the extra damage when you need it.
