My impression is that they only gain cloak in their own territory, in green cover, and if they arent moving. So its very limited and situational, again for a T4 its underwhelming compared to what we've seen in the past, and hopefully its comprabable to other T4s.

It is, most doctrine abilities are rather useful now and you have to actually choose what to get.

The old "always-get ability X and ability Z as T2" etc is gone now.
