How about instead of having huge bonuses per level (25%, 15% etc)
you cut it down to 5% or w/e and have it build up per level.
Example
Rolfes are
vet 1 20% rec acc
vet 2 15% acc sticky range
vet 3 10% health, dmg 20%, rec supp 20%
so another way to do it would be
vet 1 5% rec acc, 3.75% acc, 2.5% health, 5% rec supp
vet 2 5% rec acc, 3.75% acc, 2.5% health, 5% rec supp +10 sticky range
vet 3 10% rec acc, 7.5 acc, 5% health, 10% rec supp
Yeah right, i think everyone of the devs would be happy to have their work tripled
