Is it only infantry? Does it affect vehicles? What about my allies infantry/support weapons/vehicles?

Infantry, yes
Allies, yes
Support weapon crewmen, yes(gun itself... would need to check)
Enemies, used to - Fixed as far as I know

Does not affect vehicles.

with the Sector lock down you can add up quite the bonuses for you and team mates.

Captains buff allies, but LT's and CCT's dont.

Also, i think the ami offer does. Theres a blitz ability for tanks that buffs infantry that affect allies, ditto the two armor abilities that buff infantry and vehicle acc, so this isn't the only one.

Think of it more as Officers don't buff allied troops because they are not under your command but Tank/Vehicle aura's do because when the shit hits the fan you're going to find good cover regardless of nationality.

not sure if it's intended but that makes logical sense

the Munitions HT is like -12.5% Cooldown and -12.5% reload or something. Might be -20/-20 It's not massive but it is something.

Most of the doctrines buff it in some way to boost effectiveness.
