when you finish a game where someone is listed as OUT at some point, when the game is cleared, you still cannot access any other tabs in the launcher, as if you are still locked in the game, even though it is clearly processed.

 Restarting the launcher solves that for me.

Joining a game then leave the game fixed the problem for me
