When choosing to fire beyond the nebelwerfers range, the nebelwerfer will, as usual, move into range. The problem is is that once it reaches a point where it can hit the targeted area, the nebelwerfer will prepare to fire but it will not release its salvo.

just last game, I told a nebel I stole to fire just outside minimum range.  However, it was decrewed after the animation started but before it started firing(nebel lifted up, got decrewed then).  But...it still fired all 6 rockets with no crew.

Now that bug is something i sence in Eastern Front and this mod, have you guys tried build for example a Bunker upon a truck*WORLD BELONGED*?

The truck will drive away giving you building space lol..
