Vet3 is list as given the AVRE a -20% on incoming penetration, but the bonus is broken as the file's got the wrong modifier.

It's currently a weapon_penetration_modifier, which mean it will reduce the penetration on its weapon instead. However, it's bugged out so it does nothing.

vet3 also list that it reduce the petard shot's reload time by 30 sec, but the file has the value at 15s. This mean that a vet 3 avre will only receive a total of 30 sec reduction on its reload. (accumulative with the -15 sec with vet2 and the other -15 sec with vet3)
