I was kinda bored and slow going ability wasn't working, so I've used rest of my modding knowledge to make it (I didn't found the file in eir).
Only what you need is to change requirement. I've modified ftfl file, so infantry slowing should be only on friendly territory. I'm not sure if lowering capture rate for vehicles is working, but it should work

Btw I found in that file values that I forgot to delete, in second and third actions are not only values for decreasing capture rate, but also for slowing.

You are using scar to connect abilities, upgrades from doctrine with launcher and gameplay, right?

Yes, but the eir capping system is completely different from the vCoH system and is done completely within scar.  An ability that decreases capping time with the rgds doesn't do anything in eir.
