10 pop would be extremely boring and repetitive. Only 2 squads at a time on often large maps, and there's not really very much you can choose from, so everyone has the same 2 or 3 starts. In addition, Axis has an inherent advantage because their infantry don't take bullshit. 2x Grenadiers with grenades, medkits, and a panzershreck each will deal with any start the allies could come up with. The allies don't have hard AT on their mainline infantry so have to be prepared for both a LV and infantry, whereas Grenadiers can handle both roles effectively.

However, there is one thing two Panzershrecks can't always handle alone, and that is a Crocodile Sherman. A croc will basically be uncounterable unless you're defensive, as you only have the pop for two grenadiers or a grenadier and a PaK, neither of which is enough to stop a croc singlehandedly. So allies will be playing a gimmicky start against Wehr.

10 pop just seems like a really, really, really bad idea to me.
