[CW] T4 Fire Support

It does not appear that this T4 is providing the intended reduction in cooldown on the 25 lb. At the moment, the CD is 4 minutes with a 2 minute reduction w/ the T4. This reduction is not being applied.

Don't use Creeping barrage. Problem fixed?

Well, its suppose to reduce CD on both barrages. It does so to neither. Please do not troll, I am simply reporting a bug.
