If you run EuropeInRuinsMod.exe, then open up Task Manager (Ctrl+Shift+Esc) click on Processes then end the RelicCOH.exe and EuropeInRuinsMod.exe process and run it again, what happens? It sticks again?

On a related note, FL, is there any fix for EiR failing to start the first time you run it after a reboot? I've had the problem since like 1.4 and always use the workaround you describe of ending the processes. Is there a more permanent fix? (Not a huge deal if there isn't).

I don't know why that happens, I've never experienced it. Can you post your warnings.log from when it happens then one from when it doesn't happen?

So it only hangs when you use the launcher the first time after a reboot? What if you reboot and just run EuropeInRuinsMod.exe?

Yeah, all future attempt work fine until I reboot again. Haven't tried directly running the mod exe because I wouldn't have battle files. But I can give it a shot when I get home. My guess is it is something weird about the launcher the first time it loads into memory. Perhaps it has to call some other process that isn't on by default and times out or something? *shrugs*
But this sounds like a different issue than the one Khaelek is having. Since I can play just fine and he can't get it running at all. (Sorry Khaelek!)
Oh, a suggestion for Khaelek... can you run any mods with CoH? Is the Europe in Ruins launcher installed to the right place? If you installed CoH to a non-default directory and installed EiR to the default directory it wouldn't find the game. Also, perhaps try a clean reinstall of EiR and a reinstall of CoH?

we get this problem alot at uni, but it's usually fixed by simply updating CoH to the latest version. That makes the problem disappear.

Now it's 'Unable to initiate library', but that's loading it straight from the .exe file, not through the launcher.
