It sounds like your files are in use or something? Either because COH is still running fucked up in the background or it could also be your Av scanner interfering with the normal operation, or some stupid firewall port issue at the workstation end or even your router side (though unlikely).

Try this in this order.

Reboot, do not open ANYTHING except the EIR launcher. If that fails, then....
Disable your Antivirus and run the EIR launcher. If that fails, then....
Disable your firewall then then run the EIR launcher. If that fails, then....
Disable your crappy Zone Alarm or whatever suspect software you use. If that fails, then....
Stop downloading Po7n....
