General repair bug across factions

I've seen different units fire while repairing, while having no doctrine abilities that would normally allow them to do that.

Off the top of my mind:

PE Panther, marder, stuart, firefly (these are ones I have seen personally)

Already logged.

Basically all or almost all CW and PE units can fire while repairing until next patch.
