Technology would be a tree like doctrines but with separate points.
There are 2 ideas of technology - per player and global.

Per player you would unlock it by yourself just like doctrines and global would be unlocked by everyone on one side.
Global would work this way - after a battle each player gains one point which he can spend on the global technology screen, he can apply no more than 3 points per day, so that is 3 battles. After the round ends and troops move the technology with most points gets unlocked globably for everyone on that side - you like to play with grens? but someone wants to develop pz 4 ? arghhhh teh noob has choosen mortar and now you cannot assault gren spam ! TEH NUB
The possibilites are endless.

Ok so what is technology now?  It is basicaly unlock for 'new' units, showing that at start everyone begins without being developed.
So a fresh war start for example would be with  rifles and m8 for US and volks and puma for wehr - everything else like mortar, hmg, shermans, pz4 , nebels , needs to be developed first in technology screen.

What would technology do to gameplay? We would see increase in less used units because they would get developed earlier than better units, they would still be better than the basic units with which you start thus encouraging the use of them.
And once everything gets developed we would be back to typical eir spamming  Tongue.

edit: forgot to say there should be a point limit to unlock a technology(or just unlock one based on highest numbers of votes on current tech. by 2-3 rounds) and loosers get less points.

edit2 : There can be even tree for upgrades for units


edit3: This could work with EIRRMODS intelligence system. Spying would have a bigger purpose now becase you could know or not what technologies enemy does have or not.   WIll they have atgs in battle, maybe tanks and no support ?

Not a bad idea, but the starting point is crap.

How about changing it into things like weapon upgrades and vehicle upgrades.

Like, you start off, and Shermans and P4's have no upgrades and the Axis unlocks the Skirts while the Allies go for a .50. Etc. This way you aren't forced into only having 2-3 units available, but you won't only see a pile of upgraded stuff.

You can incorporate this with the Weapons Cache by making stuff cost double Cache for 2 turns after it's developed or something similar.

Well yea, i said it could be for upgrades aswell.
