Doctorine unlock problem

Im Airborne General lvl 7 and I want to unlock tier 3 specialzation, but it doesnt let me. It says I can purchase it, but it still have red sqaure around it. Is it a bug?

Can you post a picture of your doctrine screen?

I'm guessing you have spent your total amount of doctrine unlocks.

There is a max of 8 points for the bottom unlocks.

Tier 1 cost one, t2 costs two, and t3 costs three.
