[CW] Earth Shaker

Earth Shaker (T2) should swap places with Airburst (T3). The reason being that Earth Shaker is more powerful than Airburst and similar in effectiveness to other T3s like Rocket Barrage and Firestorm. Airburst is less effective but can still be useful similar to other T2 artillery unlocks.

If it can't be changed soon then at least include it in the new RCA doctrine.

airburst is ridiculous vs soft targets, while earth shaker is great vs any target but nto as "earth shaking" as it used to be
