what timeframe is CoH 2 set in ?

is it 1941 eastern front ? or is it set somewhat closer to CoH in relation to the soviet offensive during the DDay timeframe ?

if so rekkon theirs a possibility of an Afrika Campaign expansion, where instead of snow and cold temps robbing troops of mobility its sandy environments and high temps
