Yeah, it'd be highly illogical for it to be map based but for the lack of better options... This glitch appears even if you're not using any doctrines, in my case it occurred even when only the stuka was unlocked and latter the stuka + officer.
It's also "Random", while I know bugs like this are not supposed to be random sometimes the stuka ability is able to fire and sometimes it is not, it either works for all stuaks over a whole game or it works for no stukas over the whole game. It's really quite confusing.

More info: The barrage ability doesn't show cooldown properly. When bugged it shows that it can fire even when on cooldown. When not bugged there is no circle to determine the cooldown timer.

Also units in halftracks auto-disembark after like 30 secs. Had this in 3 games.

yes, this is intended. You get 40 points at the initial sectors, and each sector you are removed from that, you lose 10 support points.

i now think its dependant on the priority of the sector, i am at the moment on a high priority sector after moving from spawn and i got my 40 sps.
huh, looking at it again i only have 20, cool.

It's not a bug but I have remark for the Middle T3 of the Airborne doc:
Since the Airburst mortar is causing havoc everywhere, the +10% damage modifier for the airborne mortar may be a disadvantageous combination. A veteran motar crew which receives a damage buff which is being stacked with the T3 extra damage modifier, in combination with the Airburst barrage results in a beast.
It's a bit weird that the airburst offmap barrage is mostly useless, while the airburst mortar barrage is devastating. Maybe it can be replaced with a different think. (Or my comment may be completly irrelevant when the airburst itself gets fixed)
€dit: Small misstake - It's not the mortar which receives a damage buff with veterancy, it's the machine gun (@veterancy 2).

Airborne Tank-traps can be wire-cut by SE panzerpioneer squads (non-minesweep). The model remains visible, but anyone can move through it then.
SE Panzerpioneers can see mines (non-minesweep).
Advanced Equipment T3 from terror does not actually give 0.85 recieved pen (no modifiers attached to the ability).
