You have access to an incredibly large amount of doctrine buffs though. They're also more pop efficient since 4 men are 6 pop whereas the three men are 5 pop.

The doctrine buffs affect normal KCH and oakleaves KCH, but if you're terror odds are you're getting oakleaves.
